Legs of Legion is a treasure class artifact, that is equipped in misc slot.
Increases your Town's Level 2 creature production by +5. Your hero has to equip it and be in Town (visiting or garrison) for the bonus to work.
Similar pieces of the Statue of Legion do not stack their effects if equipped by the same hero, but if you'll leave one artifact to a garrison hero and give another to a guest it will double the artifact's growth bonus.
Combine Legs, Loins, Torso, Arms and Head of Legion (Shadow of Death Expansion) to make Statue of Legion.
The effect of the Legs of Legion is affected by the Grail building's 50% growth bonus.
